Drag points and handles · ⌥ moves one handle · double-click adds a point · right-click removes · ⌘Z undo

Put an adjustment clip over the cut and park the playhead on it. Without one, the blur covers the clip under the playhead.

Same target as Motion Blur. Each effect fades in and out over the adjustment clip.
